OROVILLE, CA (MPG) - The Butte County Board of Supervisors has approved the next phase of a long-term overhaul of the Neal Road Recycling and Waste Facility aimed at modernizing the county landfill and expanding recycling operations near Oroville.
Supervisors on May 12 approved a contract with GHD Inc. for environmental review, permitting and design work tied to the Neal Road Recycling and Waste Facility master plan. The agreement runs through June 30, 2030, and is not to exceed $1.51 million.
Interim Public Works Director Wendy Tyler said the Neal Road master plan was first presented to the board in October 2023 and March 2024 before receiving approval in May 2024.
Tyler said the approved plan outlines several major upgrades intended to modernize the facility. Planned improvements include construction of a new access road and scale house, establishment of a public drop-off area, development of a new administration building and creation of a reuse area with a construction and demolition processing facility.
The modernization effort also follows the county’s acquisition of adjacent property near the landfill, creating opportunities to improve site access, redesign traffic circulation and expand recycling and waste diversion operations tied to future growth.
County officials described the project as part of a long-term framework to expand and modernize the Neal Road facility to meet changing operational, environmental and regulatory requirements.
The construction and demolition recycling component is expected to increase material recovery while reducing waste entering the landfill. Plans include designated drop-off areas for source-separated materials and mechanical processing using a simplified sorting line.
Tyler said the county issued a request for proposals in December 2025 for environmental studies and facility design work connected to the project. Three firms submitted proposals before GHD Inc. was selected following interviews with finalists.
The Neal Road Recycling and Waste Facility serves as Butte County’s primary landfill and recycling center, handling residential and commercial waste from communities throughout the county.
Supervisors approved the contract without opposition.
